## operations

- Enbridge restarted Line 5 on September 14 via a temporary bypass around the Iron County, Wisconsin rupture site, ending a shutdown that began August 25, per WXPR. The restart proceeded despite the Wisconsin DNR's position that Enbridge lacked proper permits for the bypass work, and after DNR Secretary Hyun wrote that Enbridge had caused additional discharges since her August letter. Enbridge says water monitoring wells show no contamination and soil removal plans are in place; the 1.3 million gallon NGL release remains Wisconsin's largest reported pipeline spill. [1]
  - Analysis: An operator has now restarted a major line over a standing state noncompliance notice, converting last week's jurisdictional question into a fact on the ground. Watch whether Wisconsin escalates to enforcement or accepts after-the-fact permitting; either outcome sets the precedent for bypass-first restarts.
- The transit-corridor design that was to be tabled at Salalah remains live despite the postponement: inbound passage through Iranian waters, outbound mostly through Omani waters, voluntary tolls for navigation and search-and-rescue, with precise maps to be shared with Gulf states and Iraq, per Al Jazeera. Iran says it finalized the bilateral version with Oman last month and will now decide how to announce or register it; Bahrain refused to attend the postponed meeting, calling it appeasement. [2]
  - Analysis: A registered Iran-Oman corridor would give shippers a usable but politically unsanctioned route through Hormuz, splitting the tanker market into vessels that will use it and vessels whose insurers will not. War-risk premium quotes on Hormuz transits are the first place a de facto reopening would show.

## investments

- Baker Hughes announced two awards from Venture Global on September 13: 13 gas compression systems driven by Frame 5/2E turbines for the Cloud Connector Pipeline in Louisiana, which the company calls one of the largest LNG feed-gas transportation deployments in the US, and four liquefaction blocks comprising eight modules with Chart cold boxes for the Plaquemines LNG expansion, per the joint release. The orders take the Frame 5/2E compression fleet serving Plaquemines to 23 units and mirror the scope recently awarded for CP2. [3]
  - Analysis: Long-lead compression and liquefaction orders are the hard-money signal that the Plaquemines expansion is proceeding regardless of headline LNG price noise, and they deepen the Gulf Coast feed-gas dependency chain from Haynesville pipe to export dock. The supply graph gains a node: Venture Global's expansion is now physically coupled to one vendor's turbine and module delivery schedule.

## technology

- Chevron reported field validation of SHIELD, a patent-pending battery-free subsea sensor that clamps onto deepwater pipelines, harvests pipeline heat for power, and detects wax deposition through changes in heat transfer, per Offshore Magazine's September 1 report. In a 10-month trial on a producing deepwater asset, wax-thickness estimates correlated with independent CT scan measurements at an R-squared of 0.907, read out optically by standard ROV cameras; Chevron plans more than 42 sensors across a deepwater asset by the third quarter of 2026. [4]
  - Analysis: A validated, non-intrusive deposition monitor that needs no cables, batteries or pipeline penetrations moves flow-assurance surveillance from periodic pigging and CT campaigns toward continuous coverage, the same shift drones made for topside inspection. The 42-sensor deployment is the scale test to watch; the design pattern is now published for other operators.
