Lead story

Line 5's restart window opens with 140 barrels left in the excavation

Thirteen days into the shutdown, Enbridge's September 5 update shows the recovery phase nearly finished: roughly 140 barrels of liquid remain in the valve excavation, down from about 2,000 a week earlier. The September 6-8 return-to-service window is now open, and WPR reports the operator hopes to have the line running by Tuesday. No restart confirmation had posted through the holiday weekend. PHMSA still holds the site; the Wisconsin DNR is still waiting at the fence.

  1. 01

Enbridge reports liquid in the Line 5 excavation down to about 140 barrels as the September 6-8 restart window opens; no restart confirmation posted through the weekend.1

    Analysis

The cleanup phase is ending; the open question shifts from vapor removal to whether PHMSA's hold on the site outlasts the restart.

  2. 02

PHMSA's reopened comment window on the 13 advisory-committee modernization NPRMs closed September 4; Pipeline Safety Trust and EDF had asked for 30 more days and received 4.2

    Analysis

A compressed clock on 13 concurrent rule changes favors trade groups with standing comment machinery over safety advocates; late comments are considered only to the extent practicable.

investments1

  1. 03

ONEOK agreed August 30 to acquire Brazos Midstream's Permian Midland Basin gathering and processing assets for $4.425 billion, backed by a $9 billion Apollo minority equity investment; the equity closes in the first half of September, the acquisition in Q4.3

    Analysis

Midland gas processing under ONEOK roughly doubles to about 2.3 Bcf/d including plants under construction; gathering-system integrity programs and incident exposure consolidate with it.

technology1

  1. 04

Inside PHMSA's 13-rule modernization slate now past comment: a proposal to make right-of-way patrol requirements technology neutral, allowing drones and satellites to satisfy patrol obligations on gas and liquid lines (Docket PHMSA-2025-0118).4

    Analysis

If finalized, aerial and satellite patrols move from supplement to compliance instrument, changing the buy case for remote sensing programs.
