Libya's NOC is losing both ends of the Sharara system: Valve No. 7 stays shut, the Zawiya refinery gates are blocked, and force majeure is being drafted

A Petroleum Facilities Guard unit from the southwest closed Valve No. 7 on the Sharara to Zawiya crude line on September 21, and NOC said the closure raised line pressure and cut output at Libya's largest field, with about 130,000 barrels a day offline and likely to rise, per NOC statements compiled by Libya-Analysis. On September 22 guard personnel blocked the gates of the Zawiya refinery, preventing the night-shift relief, and NOC said its board was preparing to declare force majeure within hours if the valve did not reopen; a September 23 NOC announcement relayed by GuruFocus said the blockade had shut refinery operations.

Three of the East-West Pipeline's 11 pumping stations were damaged in the attack that shut it, Aramco is targeting nearly 4 million barrels a day with about 40 percent of capacity expected within days, and a full restart will take six to eight weeks, per EnterpriseAM's September 23 summary of the restart. The Gulf route is carrying the difference: Saudi crude moving through Hormuz averaged 2.9 million barrels a day over six days against 0.7 million in August, and Aramco arranged some 60 million barrels out of Ras Tanura for September and October delivery via ship-to-ship transfer near Sohar, largely for Asian buyers, per the same report citing shipping data.1

    Analysis

Eight of 11 stations intact explains why a partial rate came quickly and full rate will not: the line is being run around damaged stations, so the next six weeks are a hydraulics and surge-control exercise on a 1,200 km trunk line. The commercial split is sharp: Asia has the Ras Tanura to Sohar workaround at Aramco's own transit risk, while Europe's Sumed to Sidi Kerir chain depends on Yanbu and has received no new crude since the attack.

TotalEnergies took a final investment decision on the Ima gas development offshore Nigeria, which will supply up to 350 million cubic feet a day, about one-third of the feed gas for Nigeria LNG's Train 7 expansion from 22 to 30 million tons a year, with first production expected in 2028, per the company's statement reported by Rigzone on September 23. The project adds a platform tied to the liquefaction facility by a 22 km pipeline, with power from shore, no flaring and permanent methane detection; TotalEnergies operates with 40 percent and Nigeria's Amni holds 60 percent across OMLs 112 and 117.2

    Analysis

With Shell's HI field sanctioned last year for up to 350 million cubic feet a day and Ima now committed, Train 7's feed-gas supply is being locked in field by field, which de-risks an expansion whose historical constraint has been gas supply, not liquefaction. The design line to note is permanent methane monitoring from day one, which is what EU importers will need to evidence for Nigerian cargoes as the EU methane import rules phase in from January 2027.

Shell completed the sale of its 50 percent non-operated interest in the BP-operated Na Kika platform and associated fields, plus its 100 percent Coulomb tieback, to Talos Energy and a Ridgewood Energy affiliate, receiving about $840 million in cash against a $1.7 billion headline price after adjustments from a July 1, 2025 effective date, per Shell via Rigzone on September 23. Talos takes 25 percent of Na Kika and 50 percent and operatorship of Coulomb; Shell keeps upside payments through 2027, overriding royalties on new Na Kika tiebacks, and offtake rights through its trading arm.3

    Analysis

The graph change is operatorship: Coulomb moves from a supermajor to a pure-play offshore independent, while Na Kika, producing since 2003, now pairs BP as operator with two smaller partners on an asset Shell says will not be a meaningful producer by 2030. That is the classic late-life handover, and life-extension and decommissioning liabilities on a 23-year-old semisubmersible are what the new owners are pricing; Shell's retained offtake means its barrels still flow through Shell Trading.
