Lead story

Saudi output drops to 6.24 million b/d, a 36-year low, and the war premium becomes a measured supply loss

Saudi Arabia reported to OPEC that August crude production fell by about 1.9 million b/d to 6.238 million b/d, the lowest since 1990, with exports near 3.2 million b/d, a 13-year low, as both of the kingdom's export arteries run constrained, per Al-Monitor and Seeking Alpha. The market repriced at once: Brent jumped 7.5 percent to $108.75, its highest since May 19, and WTI rose more than 8 percent to near $104, per Trading Economics.

Six commodity vessels transited the Strait of Hormuz on September 8, down from nine a day earlier and a 10-day average of about 12, against a pre-war February average near 135, per preliminary Kpler and S&P Global data reported by Oil & Gas Journal; EIA estimates second-quarter Hormuz liquids flow at 4.9 million b/d versus 21.6 million b/d in fourth-quarter 2025.1

    Analysis

The strait is running at roughly 5 percent of pre-war traffic, so escalation now works on inventories rather than flows; that is why single headlines move Brent by dollars, and why war-risk cover and crew availability, not tanker capacity, set the marginal barrel's cost.

Michigan Governor Gretchen Whitmer wrote Enbridge CEO Greg Ebel calling Line 5 a 'ticking time bomb' for the Great Lakes and urging shutdown alternatives, while state regulators review recently granted Straits tunnel permits after a Michigan Supreme Court decision raised environmental review standards; Enbridge says the Wisconsin bypass remains on schedule for a September 12 return to service, per Michigan press reports and Enbridge statements.2

    Analysis

Day 17 of the outage, and the political risk has jumped jurisdictions: a contractor-vehicle strike in Wisconsin is now feeding shutdown pressure on the Straits of Mackinac crossing itself. Whether EGLE reopens the tunnel permits is the concrete measure of whether this letter is rhetoric or a regulatory turn.

Enbridge agreed to acquire Tallgrass Energy's crude oil business for $2.55 billion in cash, taking 75 percent of the 1,050-mile, 460,000 b/d Pony Express system, 51 percent of the Powder River Gateway lines, 8.4 million bbl of terminal storage including a stake in Cushing's Deeprock terminal, and the Stanchion marketing arm, funded in part by a C$2.6 billion bought-deal share offering, per Oil & Gas Journal and Enbridge's September 9 release.3

    Analysis

Announced with a major line down and a CEO transition pending, and a week after the $600 million Salt Creek gathering deal, the buildout redraws Rockies-to-Cushing dependencies: Bakken, Powder River and DJ barrels increasingly reach refiners across pipe owned by one operator, concentrating commercial and integrity exposure alike.

Chevron said its patent-pending SHIELD sensor completed a roughly 10-month deepwater field trial, detecting wax buildup from outside a producing subsea line with a clamp-on thermoelectric device powered by pipeline heat, read by standard ROV cameras and analyzed with AI tools, with results correlating with independent CT scan measurements, per Offshore Magazine.4

    Analysis

A battery-free external monitor with no pipeline penetrations moves flow assurance from periodic inspection toward continuous condition monitoring; if it scales, wax management shifts from scheduled pigging campaigns to condition-based intervention, and the inspection cost curve bends down.
