Moscow's own refinery is burning: the largest drone attack on the capital reaches the plant that supplies 40 percent of its fuel

A large Ukrainian drone wave early Sunday ignited a fire at Gazprom Neft's Moscow Oil Refinery in Kapotnya, southeastern Moscow, per Kyiv Post; the geolocation outlet Astra verified an extensive fire at the complex. The plant processes about 11 million tons of crude a year and supplies about 40 percent of the capital's fuel. Warehouses in the Ramensky district were destroyed in the same wave, and Moscow region governor Andrey Vorobyov reported at least two dead and six injured.

President Zelensky approved what he called 'new long-range operations' on September 19 as Ukraine grows its deep-strike campaign against Russian oil facilities, logistics hubs and weapons production, per the Kyiv Independent. The authorization follows September 17 strikes that set the Slavneft-YANOS refinery in Yaroslavl burning, a plant processing 15 million tons of crude a year, and preceded by hours the largest drone attack yet on Moscow, per Kyiv Post.1

    Analysis

A head-of-state authorization converts refinery strikes from episodes into a standing campaign; every Russian restart schedule now carries a re-strike assumption, so the stress signal to watch is product balances and export-ban extensions, not crude.

Ksi Lisims LNG signed its third international offtake agreement, a 20-year heads of agreement with Australia's Santos for 1 million tonnes a year from the Nisga'a Nation-led floating LNG project on British Columbia's north coast, per Natural Resources Canada and BOE Report (September 15). The project remains pre-FID; offtake now stacks to three international buyers as the Shell-led LNG Canada weighs a Phase 2 FID as early as October.2

    Analysis

Pre-FID Canadian tonnage keeps clearing to security-driven buyers because Kitimat-coast cargoes reach Asia without transiting Hormuz or Suez; two Canadian sanction signals inside a quarter would confirm routing risk is priced into contracts, not just spot. Watch Ksi Lisims's FID timing and the premium its 20-year strips carry.
